Law with an emphasis on Environmental, Utility and Boundary Issues
Lawrie Kobza teams up with municipalities to help them handle complex
legal issues involving environmental, utility and boundary issues.
Lawrie helps her municipal clients identify their goals, develop
a strategy to reach them, and then take the steps needed to get
there.
Lawrie will assist clients with whatever strategy will be most
effective. She has drafted and lobbied for new legislation. She
has drafted complex intergovernmental agreements. She has negotiated
with state agencies, such as the Wisconsin Department of Natural
Resources, the Public Service Commission and the Wisconsin Department
of Justice, as well as other private parties. And, she has represented
municipalities in administrative proceedings, litigation and subsequent
appeals.
Lawrie works on a wide variety of different complex legal issues
involving the environment, water, sewer and stormwater utilities
and municipal boundary issues. She has handled Superfund cases,
brownfield projects and contaminated real estate purchases and sales.
She has worked on a myriad of issues for water, sewer and stormwater
utilities, including permitting and compliance issues. She has also
worked on annexation and incorporation disputes and intergovernmental
agreements between neighboring utilities.
- Serves as General Counsel to the Central Brown County Water
Authority, the State of Wisconsin's first regional water authority
created under legislation written by Lawrie
- Serves as Legal Counsel to the Municipal Environmental Group
Water Division, a municipal organization which lobbies
on issues affecting municipal water systems
- A trustee on the American Water Works Association
Wisconsin Section's Board of Trustees
- Clerked for Federal Judge John C. Shabaz of the Western District
of Wisconsin for two years
- A graduate of the University of Wisconsin Law School
