Primary Areas of Practice: Energy and
Telecommunications Law
Richard Heinemann focuses in the areas of energy and telecommunications/cable
law, environmental law, general and commercial litigation, and municipal
law and finance.
He regularly represents municipal electric utilities before the
Federal Energy Regulatory Commission and the Public Service Commission
of Wisconsin. Richard has drafted and negotiated agreements on behalf
of municipal electric utilities in Wisconsin, Iowa, and Illinois
and has represented Wisconsin municipalities and municipal utilities
in a variety of matters, including brownfields remediation and contract
disputes.
In addition to practicing law in Wisconsin, Richard has also
been admitted to practice in the State of Illinois.

Richard holds a Ph.D. in Social Thought and Germanic Studies from
the University of Chicago, where he also served as an instructor
in the Collegiate Division of Humanities. He has won a national
award for his translation work.
